Yes - you diagnosed the problem yourself. The classic symptom of a heater that only blows on the "High" setting is a burned out/damaged or otherwise inoperative blower resistor.
Replacing the resistor should return the two missing blower fan speeds.

SOURCE: I drive a kenworth t600 tractor. Engine shut down while driving no power glided to side of road what would cause the engine to shut down in mid stride

Check coolant level or possibly a bad coolant level sensor. If either of these are at fault, it can cause the engine to shut down or run with reduced power to keep from damaging the engine. Had this problem with a 2005 Freightliner w/ Detroit engine. (bad coolant level sensor)

Got a 2005 kenworth t600, replaced the ac compressor, dryer, and the ac blower motor, and resistor block, having issues with the blower shutting off on high speed, and also replaced the relay and breaker...

The switch itself is bad from old blowrmotor or some module cud hav issues

1999 t600 Kenworth truck tractor. How do I install a car stereo?

get a volt meter and work out what wire on the old panasonic deck has +12V on it when the key is turned on the tractor. the new stereo should have +ve labelled. The -ve is usually black but a resistance tester like an ohm meter will show very low resistance to the body of the tractor.. Does it have a power antenna one wire will sense current on the radio +ve make sure there is a fuse on +ve wire somewhere in the circuit.
